The Somaliland Civil Society Accountability Network (SCAN) is a coalition of CSOs working with local authorities and citizens to promote accountable, transparent, and participatory governance. Established through the EU-funded project “Empowering CSOs and communities as leading actors in social change and building the capacities of local authorities to deliver transparent, accountable, people-centered social services” led by YOVENCO and co-implemented by SOYDAVO, SCAN continues to institutionalize accountability mechanisms across Somaliland.
